Senate Passes Oil Spill Enforcement Bill

The Senate has approved a bill aimed at enhancing the National Oil Spill Detection and Response Agency by granting it authority to impose stricter fines and criminal penalties for oil spill violations.
The National Oil Spill Detection and Response Agency (Establishment) Act (Amendment) Bill, 2026, was passed following the adoption of a report submitted by the Senate Committee on Environment.
Senate Chief Whip Tahir Monguno stated that the amendment was designed to tackle ongoing pollution in the Niger Delta, where oil spills have caused environmental harm and disrupted livelihoods in local communities.
Monguno emphasized that current fines were insufficient to prevent oil spill incidents and that the bill would introduce criminal liability for spills that damage the environment and deprive residents of their means of livelihood.
