Aliko Dangote and Kenyan President William Ruto broke ground in Lamu County on September 30, beginning construction of a planned $16 billion oil refinery. The facility is designed to process 700,000 barrels of crude a day, but that is planned capacity, not production available today.

The project has secured a $450 million engineering contract with Engineers India Limited, while Honeywell is to provide engineering services, licensing and equipment. Reuters reported that completion is scheduled for 2030. The timeline now depends on construction delivery, crude supply and the transport links needed to move feedstock and products.

Kenya News Agency reported that 2,930 tonnes of heavy machinery arrived at Lamu Port ahead of the ceremony. The port is expected to support construction logistics, while the refinery is intended to supply petrol, diesel and jet fuel to Kenya and neighbouring markets.

For East Africa, the project is pitched as a way to process more fuel within the region and reduce reliance on imported refined products. Those are prospective benefits: the refinery has yet to be built, and its eventual contribution will depend on its schedule, reliable crude supplies and regional distribution capacity.

The groundbreaking also took place while a land dispute remained before the courts. Reporting on a Malindi Environment and Land Court order says parties must maintain the status quo on disputed portions of land until an October 14 hearing in a case brought by 133 residents. The ceremony does not settle the residents’ claims or remove the legal uncertainty around work on contested land.

For Nigerian businesses, the Lamu project extends Dangote’s industrial footprint beyond Nigeria. If completed as planned, it could add a major regional fuel supplier; its effect on import flows and prices will depend on when the facility starts operating and how it secures crude and serves customers.
