Morocco’s Government Formation Negotiations Advance

Fatima Ezzahra El Mansouri began formal negotiations to establish Morocco’s next government during the second week of discussions, with no coalition agreement yet finalized. The process is shifting from initial political consultations to determining which parties will join, their ministerial assignments, and the cabinet’s structure.
King Mohammed VI designated Mansouri as head of government following his appointment in September, though constitutional requirements mandate selecting the head from the top-performing party and appointing ministers based on their proposal.
Constitutional expert Abdelrahim Allam noted that negotiations may proceed through multiple phases, including identifying majority parties, finalizing the government program, distributing portfolios, and balancing political and technical roles within the cabinet.
Current discussions remain unresolved after Mansouri’s initial consultations, with ongoing questions about party inclusion, ministerial roles, and cabinet composition still pending.
