Nigeria Starts Second-Phase Review of 18 Agriculture Laws
A review of 18 Nigerian agricultural laws has entered its second phase, with officials moving from an initial diagnostic towards proposed amendments. A technical retreat opened in Abuja on September 24, 2026, to examine the proposals and gather input from the sector.
The first phase mapped existing legislation and found outdated provisions, overlapping agency mandates and regulatory gaps. The ministry’s account identified climate change, mechanisation, agricultural technology, private investment and food systems transformation as areas where current laws need to reflect present conditions.
Officials said the second phase is intended to validate the earlier findings and draft proposals, collect sector-specific input and align the review with other national laws and international practice. Proposed amendments to all 18 laws were presented at the retreat.
The consultant leading the review said the harmonised draft will incorporate approved stakeholder input before it is sent to the Ministry of Justice for legal drafting. The report gave no enactment timetable or specific investment commitments. For agribusinesses, the practical effect will depend on the final text, particularly whether it clarifies agency responsibilities and rules affecting agricultural technology and private investment.
