South Africa’s Infrastructure Shortfall Requires Public-Private Collaboration, Minister States

Human Settlements Minister Thembi Simelane emphasized stronger public-private partnerships and blended finance as critical solutions for South Africa’s infrastructure financing shortfall during the Dialogue on Municipal Infrastructure Sustainable Inclusive Communities.
Simelane noted the country faces an infrastructure financing shortfall estimated at R4 trillion, requiring a shift from traditional financing methods to address housing demand and infrastructure needs. She stressed that sustainable housing delivery depends on coordinated planning for land, housing, and bulk infrastructure such as water and sanitation services.
The Minister warned that housing projects lacking sufficient infrastructure risk failure, while homes distant from jobs and public transport could worsen spatial inequality and raise household living costs.
