Ayume, a member of parliament’s health committee, stated the proposed loan supports one of four regional cancer centres aimed at reducing congestion at the Uganda Cancer Institute (UCI) in Kampala.

The loan request was formally presented to parliament by Finance Minister Henry Musasizi on September 29, 2026. The Mbarara regional centre will initially offer essential cancer services including screening, chemotherapy, and surgery to improve patient outcomes.

State Minister Ayume highlighted that in Koboko district, patients often return home in body bags after traveling to Mulago Hospital due to the absence of screening and early diagnosis services. This underscores the urgency of establishing regional cancer centres to address these critical gaps.
