JSC GS signed an agreement with the Office of the President, ministry of Works and Transport, and parliament’s committee on Physical Infrastructure on July 23, 2021. The deal authorises the Russian firm to implement the Digital Number Plate Project and build national vehicle-monitoring infrastructure, backed by a $115 million investment.

The project addresses a critical need for digital number plates across Uganda. MPs at the Naguru Command Centre noted the initiative’s role in local employment, skills development, and economic growth.

JSC GS project manager Damir Makhmutov stated Ugandan employees participate in production, installation, technical support, field operations, and administration. These roles provide practical experience in specialised manufacturing, digital integration, and equipment maintenance.
