IMF and World Bank Launch Framework Against Digital Fraud

The International Monetary Fund (IMF) and the World Bank Group (WBG) have introduced a framework aimed at preventing and addressing cyber-enabled fraud in digital financial services. This initiative, known as the Bangkok Blueprint, outlines 12 key considerations for countries to identify vulnerabilities and create coordinated responses to fraud in digital financial systems.
The framework was unveiled during the 2026 IMF–World Bank annual meetings in Bangkok, Thailand, with collaboration from the Bank of Thailand. It highlights the growing threat of cyber-enabled fraud, which is increasingly associated with transnational organized crime and is ranked among the most dangerous crimes globally, comparable to drug trafficking and money laundering.
The Bangkok Blueprint is designed to assist countries in developing strategies to combat fraud in digital financial services. It emphasizes the need for a coordinated approach to address the challenges posed by cyber-enabled fraud, which has become a significant concern for global financial systems.
